John Browning completed his bachelor’s degree in Business Administration and Management  at Indiana University and his MBA at the University of Evansville.  He is a seasoned behavioral health executive with over 36 years of management experience in community behavioral health.  For 23 of those years John served in a CEO role for one of the most respected provider organizations in Indiana and earned a reputation as being one of the leading financial managers of Indiana’s behavioral health system.  He has extensive knowledge of management information systems, budgeting, human resources, strategic planning, employee benefits, fiscal reporting, facility design, electronic medical records, and third payer systems requirements.

John has received numerous appointments to serve on state wide committees to advise the Indiana Division of Mental Health and Addictions such as the Division of Mental Health Continuum of Care and the Mental Health Advisory Committees.  He served as the first Board Chair of Behavioral Health Management Inc. of Indiana; a provider owned managed care organization.  John has been elected by his peers to serve several terms on the Board of the Indiana Council of Community Mental Health Centers.  He was a member of a provider negotiating team that secured an agreement from state officials for state licensed community behavioral health providers to be the exclusive providers for Medicaid Rehabilitation services in Indiana.  This agreement accounted for over $300 million in revenue to providers in 2012.

Behavioral Health Consulting, a firm that specializes in provider management analysis and efficiency reviews, recruited John to serve as a senior consultant.  His participation in the review of a large community behavioral health provider resulted in an additional engagement to serve as the agency’s interim chief financial officer and to install a new financial management system including budgeting, unit costing, and fiscal reporting.  He assisted the agency to implement a new fee structure that resulted in an annual increase of over $1 million net revenue.  John has enjoyed his work as a consultant and is looking forward to assisting the clients of Integrity Health Strategies.
